Aládar Bógar Rodríguez Díaz

President of UMIP and Director of the MTCC

Professional with more than twenty years in the maritime sector. His academic training as a nautical engineer, and experience, of six years, as a merchant marine officer has enabled him to perform specialized works as a maritime accidents investigator and marine surveys. His subsequent studies of maritime law has allowed his practice as a lawyer in the sector and to teach specialized classes, conferences and maritime courses. He is a member of the following organizations in the United Kingdom: the Nautical Institute, International Institute of Marine Surveying and London Maritime Arbitrators.

Eladio Peñaloza, PhD

Head

Dr. Penaloza is a former mariner, with substantial experience the management and implementation of technical requirements in the maritime and port industries. His areas of expertise include maritime safety administration, maritime and port competence-based training, as well as safety and quality management systems. He has experience working within the IMO framework, including appointments as Deputy Permanent Representative of Panama to the and IMO and appointment as Competent Person for STCW matters.

Mgtr. Melissa Barria

Project Officer

Lawyer specialized in Maritime Law and Maritime Affairs, with experience in the development, implementation and monitoring of projects focused on adopting and regulating national and international requirements, mainly maritime instruments which are binding for Member States of the International Maritime Organization (IMO), regarding their duties and obligations as Flag State, Port State Control and Coastal State to contribute to the quality improvement of the shipping industry, so it may be rendered in a safe, sustainable, trustworthy and environmentally friendly manner.

Aricel Arauz

Administrative Assistant

A graduate of the International Maritime University of Panama (UMIP), Aricel has logistical and administrative experience in the maritime sector, including management and issuance of technical certification of ships under IMO conventions, particularly SOLAS, MARPOL, STCW and ISM Code, among others.
